Background of Power System Protection Audit

In India, the Central Electricity Authority (CEA) has established regulations mandating protection audits for electrical installations at specified voltage levels. According to the Indian Electricity Grid Code (IEGC) 2023, all users are required to conduct a third-party protection audit of each substation at 220 kV and above (132 kV and above in the North Eastern Region) once every five years or earlier, as advised by the respective Regional Protection Committee (RPC).

Furthermore, the Central Electricity Authority (Grid Standards) Regulations, 2010, outline the standards for operation and maintenance of transmission lines and substations, emphasizing the importance of regular protection system audits to ensure grid stability and security.

These regulations aim to ensure grid stability, reliability, and security, supporting the integration of renewable energy into the national grid. The Uniform Protection Protocol, approved by the CEA in November 2024, specifies that it applies to all entities connected at 220 kV (132 kV for the North Eastern Region) and above.

Therefore, entities operating electrical installations at 132 kV and above are mandated to adhere to these regulations and conduct regular protection audits as specified.

Legal Regulations Involved:

  1. Electricity Act, 2003 (Primary Legislation) by Ministry of Power (MoP), Government of India
  2. Central Electricity Authority (CEA) Regulations (Secondary Legislation) under the Electricity Act, 2003

The Relevant Regulations are:

  • CEA (Grid Standards) Regulations, 2010 – Defines standards for operation, maintenance, and protection systems.
  • CEA (Technical Standards for Connectivity to the Grid) Regulations, 2007 (Amended 2019) – Specifies protection requirements for grid connectivity.
  • CEA (Measures Relating to Safety and Electric Supply) Regulations, 2023 – Covers electrical safety and protection system requirements.
  1. Indian Electricity Grid Code (IEGC), 2023 by Central Electricity Regulatory Commission (CERC). It Mandates Protection audits for substations of 220 kV and above (132 kV and above for the North Eastern Region) every five years and Compliance with recommendations of Regional Protection Committees (RPCs).
  2. Uniform Protection Protocol (UPP), 2024 approved by Central Electricity Authority (CEA). This Applies to all entities connected at 220 kV and above (132 kV and above for the North Eastern Region).
  3. Regional and State-Level Implementation such as;
  • Regional Protection Committees (RPCs)
    • Conduct reviews and recommend actions for protection system compliance.
  • State Electricity Regulatory Commissions (SERCs)
    • Implement CERC and CEA regulations at the state level.
  • Transmission and Distribution Utilities
    • Power Grid Corporation of India (PGCIL) and state transmission companies ensure compliance.
